Haryana Makes EV Charging Infrastructure Mandatory in New Residential and Commercial Buildings

In a significant step towards sustainable mobility and future-ready urban development, Haryana makes EV charging infrastructure. mandatory through amendments to the Haryana Building Code-2017. The new regulations, issued by the Town and Country Planning Department (TCPD), require all new and renovated residential and non-residential buildings to incorporate electric vehicle (EV) charging infrastructure.

New Rules for Commercial and Non-Residential Buildings

Under the revised norms, shopping complexes, malls, hotels, office buildings, and other non-residential properties with parking capacity for 10 or more cars must install at least one EV charging point for every three parking spaces. In addition, all parking areas must be made 100% EV-ready with pre-installed conduits and wiring for future charging requirements.

Residential Housing Societies Also Covered

The policy applies to group housing projects, cooperative housing societies, and Residential Welfare Association (RWA)-managed complexes with parking for at least 10 vehicles. These developments must provide one EV charging station for every five parking slots. The amendment ensures that Haryana makes EV charging infrastructure mandatory across both residential and commercial sectors.

FAR Exemption and Safety Provisions

To encourage adoption, EV charging infrastructure will be exempt from Floor Area Ratio (FAR) calculations, ensuring developers do not lose valuable built-up area. Charging stations can be installed in basement and stilt parking areas, provided they comply with electrical and fire safety standards certified by the Fire Department.

Benefits for Existing Building Owners

The revised guidelines also permit residents in existing buildings to install EV charging points in their designated parking spaces. However, installations must meet safety norms and obtain approvals from the concerned DISCOM and Fire Department.
