MCD Annual Plan: Focus on EV Charging Infrastructure and Parking

The Municipal Corporation of Delhi (MCD) has unveiled its MCD Annual plan for 2026, targeting key issues like air pollution, traffic congestion, and urban infrastructure improvements. Presented to Union Environment Minister Bhupender Yadav by corporation commissioner Ashwani Kumar, the plan outlines comprehensive measures to transform Delhi into a cleaner, greener, and more organized city.

A major highlight of the MCD Annual plan is the expansion of electric vehicle (EV) charging infrastructure. The corporation aims to increase the number of EV charging stations from 422 to 994 by the end of 2026. Public sector undertakings and discoms have been authorized to establish these stations over the first three quarters of the year. Locations will include closed dhalaos, surface parking lots, and roadside areas, although residents have previously raised concerns about poor maintenance of existing facilities.

To tackle traffic congestion, another major contributor to air pollution, the plan emphasizes the development of parking infrastructure. Currently, Delhi has 419 surface parking lots and 30 multi-level facilities. The MCD Annual plan proposes constructing 10 additional multi-level parking complexes in 2026. Once locations are finalized, they will be submitted to the Delhi government for approval. Additionally, 71 congested points across the city have been identified, with 38 requiring immediate removal of encroachments. Long-term solutions include creating parking sites at 19 locations, shifting three markets, removing encroachments at four spots, and addressing handcart bottlenecks in Sadar Bazar.

The plan also addresses waste management and environmental concerns. Okhla and Bhalswa landfills are targeted for flattening by next year, while Ghazipur landfill is slated for 2027. New solid waste processing plants will be constructed, and existing facilities’ capacities will be enhanced. As part of the air quality improvement initiative, 14 mechanical road sweepers will be procured under the National Clean Air Programme, equipped with GPS for efficient operation.

Minister Yadav emphasized tackling industrial pollution and enforcing anti-encroachment measures while ensuring alternative solutions. He also directed the timely removal of construction and demolition waste, strict enforcement of bans during high pollution periods, and monthly reviews of action plans starting January 2026.

With its comprehensive measures on EV infrastructure, parking, waste management, and traffic decongestion, the MCD Annual plan represents a significant step toward a cleaner, better-organized Delhi, aiming for visible improvements in air quality and urban livability in the coming year.
