UP Becoming Global Hub for EV Manufacturing: Uttar Pradesh is rapidly positioning itself as a global center for technology and industrial innovation, with Chief Minister Yogi Adityanath spearheading initiatives to transform the state into a hub for IT, semiconductors, and electric vehicle (EV) manufacturing. Through progressive policies, strategic investments, and infrastructure development, UP aims to attract domestic and international businesses while creating employment opportunities for its youth.

Information Technology: Building Future-Ready Cities

The state government is focusing on developing five cities—Noida, Lucknow, Kanpur, Varanasi, and Prayagraj—into technology hubs, leveraging local talent to ensure balanced regional growth. In October 2024, the IT and IT-enabled Services (ITeS) sectors were granted official “industry” status, allowing firms to access land and electricity at industrial rates, thereby reducing operational costs. With an investment commitment of around $4 billion (₹33,500 crore) over five years, UP is also promoting emerging technologies such as artificial intelligence, robotics, drones, and machine learning, creating a robust ecosystem for innovation.

Semiconductors: The Next Industrial Frontier

The Uttar Pradesh Semiconductor Policy 2024 aims to make the state a key player in semiconductor manufacturing. The policy offers attractive financial incentives, including 50% additional capital subsidies, 5% annual interest subsidies, and 100% exemptions on stamp duty and electricity duty for ten years. To ensure a skilled workforce, the government is collaborating with academic institutions and supporting student internships. A notable project under this initiative is a joint venture between HCL and Foxconn in the Yamuna Authority region, with an investment of ₹3,706 crore, establishing UP as a competitive destination for semiconductor production.

Electric Vehicle Manufacturing: Driving the Green Economy

UP’s Electric Vehicle Manufacturing and Mobility Policy 2022, amended in July 2024, supports both manufacturers and consumers, incentivizing EV adoption. Major projects include EV bus plants by Ashok Leyland and Tata Motors in Lucknow, as well as a battery plant by Lohum in Greater Noida. With over 2,000 acres identified for EV manufacturing and a rapidly expanding charging infrastructure, UP is emerging as a key EV market in India, currently the third-largest automobile consumer in the country.

Boosting Local Industries and Empowering Youth

Beyond high-tech industries, UP continues to strengthen traditional sectors such as apparel, textiles, leather, handicrafts, and carpets. GST reforms have simplified tax slabs, revitalizing markets and supporting small businesses. Initiatives like the CM Yuva Udyami Scheme have empowered over 90,000 youth in less than a year, promoting entrepreneurship. Artisans benefit from the Vishwakarma Yojana and Vishwakarma Shram Samman Yojana, complementing the One District, One Product (ODOP) program. UP now leads India with 77 GI-tagged products, showcasing the state’s rich cultural heritage.

Global Investment and Technological Advancements

Events like the Uttar Pradesh International Trade Show 2025 and the UP Global Investors Summit 2023 highlight the state’s commitment to industrial growth. The trade show featured over 550 international buyers and 2,250 exhibitors, showcasing investment opportunities and technological advancements. With improved connectivity, law enforcement, and strategic planning, CM Yogi reaffirms UP’s vision of shedding its BIMARU image to become a growth engine for a self-reliant India.
