This strategic collaboration brings together incubation, skill development, and EV technology expertise under one unified framework.
A Powerful Three-Way Collaboration
The partnership combines the strengths of three key players. Startup Stairs is a DPIIT-registered Startup India incubator known for nurturing innovation-driven ventures. AITMC Ventures (AVPL) is a leading skill development and infrastructure-focused company. Victory Electric Vehicles International is an EV solutions provider with capabilities in technology and manufacturing.

Together, the Startup Stairs, AVPL & Victory International tie-up aims to create a structured, scalable model that integrates skilling with real business and employment opportunities in the EV sector.
EV-Focused Training Across ITIs
A major highlight of the collaboration is the evaluation of EV-focused training centres across nearly 70 Industrial Training Institutes (ITIs) and allied institutions nationwide. These centres are designed to equip youth and technicians with industry-aligned skills in EV servicing, maintenance, and charging infrastructure deployment.
By embedding EV education into ITI campuses, the initiative seeks to create job-ready professionals who can meet the growing demand for skilled manpower in India’s expanding EV market. AVPL will further support implementation through its Centres of Excellence across multiple states, ensuring high-quality skilling delivery.
Creating Skill-to-Income Pathways
According to Preet Sandhu, Founder and Managing Director of AVPL, the vision is to build structured skill-to-income pathways that empower youth and innovators to establish sustainable ventures in EV charging and allied infrastructure. The focus is not just on training but on linking skills directly to income-generating opportunities.

The collaboration outlines a phased rollout strategy, including pilot and proof-of-concept programmes to assess scalability and regional demand. By combining Startup Stairs’ incubation platform, AVPL’s skilling and infrastructure network, and Victory International’s EV manufacturing expertise, the partnership aims to create a nationwide blueprint for EV workforce development and infrastructure growth.
