Maharashtra Sets July 2027, 9-Month Deadline for Ola, Uber, and Rapido EV Shift

Maharashtra has tightened its electric mobility push with a nine-month transition plan for app-based bike taxis. The state government has directed aggregators, including Ola, Uber, and Rapido, to shift their commercial bike-taxi fleets entirely to electric vehicles, with July 2027 emerging as the deadline. Companies that have already applied for provisional or temporary licences under the Maharashtra Bike Taxi Rules, 2025, will receive another three months. This creates the reported nine-month transition window, with July 2027 marking the target for full electrification.

Why Maharashtra Is Insisting on Electric Bike Taxis

Maharashtra introduced the Maharashtra Bike-Taxi Rules, 2025, requiring licensed commercial bike taxis to use electric two-wheelers. These vehicles must be painted yellow and clearly marked as bike taxis.

Aggregators were initially given provisional 30-day licences to move towards electric operations. After companies failed to meet the requirements, the state government revoked their licences in March this year.

The government later considered allowing a 50:50 mix of petrol and electric motorcycles. However, the State Cabinet rejected the proposal, reportedly over concerns that companies could continue using petrol vehicles despite having the capacity to procure EVs.

Riders and Aggregators Seek More Time

The transition has raised concerns among bike-taxi riders and industry stakeholders. The Maharashtra Bike Taxi Welfare Association had sought about 18 months to complete the switch, while aggregators had requested an extension until 2030.

Association president Amit Gawde said many riders come from middle- and lower-middle-income backgrounds and may struggle with the upfront cost of buying an electric motorcycle. Concerns also include charging availability and vehicle life.

Maharashtra sets a July 2027 Deadline despite these concerns, putting pressure on platforms, drivers and the wider EV ecosystem to accelerate fleet replacement.

Charging Infrastructure Becomes Critical

The accelerated transition could increase demand for fast-charging stations and battery-swapping facilities in Mumbai, Pune and Nagpur. The state had also proposed a temporary ₹5 daily fee for bike-taxi services operating illegally.

Transport Minister Pratap Sarnaik had said aggregators would contribute 2% of each ride fare to a welfare fund for bike-taxi drivers.

For Maharashtra’s ride-hailing sector, Maharashtra sets a July 2027 deadline, signaling a decisive move toward zero-emission commercial mobility. The success of the policy will depend on aggregator compliance, affordable EV financing, charging infrastructure, and driver support.
