In a major policy push, China tightens Li-battery recycling with a new set of guidelines released on April 3 by the Ministry of Industry and Information Technology and the All-China Federation of Supply and Marketing Cooperatives. The policy adds fresh momentum to China’s expanding regulatory framework governing the entire lifecycle of electric vehicle (EV) batteries.

Focus on Collection Networks and Major Recycling Firms

The guidance outlines three key priorities—expanding nationwide collection points, empowering large recycling companies, and improving supervision through digital platforms. China tightens Li-battery recycling by urging manufacturers of lithium batteries and electric bicycles to collaborate directly with certified recyclers. This partnership aims to strengthen collection channels and establish efficient short-term storage systems.

Manufacturers Drawn Deeper into End-of-Life Responsibility

A central theme of the policy is extended producer responsibility. Battery makers and EV manufacturers are increasingly being held accountable for batteries after their operational life. The document highlights China Recycling Group as a model enterprise and calls for increasing its processing capacity while adapting recycling methods to regional needs. This mirrors the broader industry shift toward centralized, large-scale recycling operations.

Digital Tracking to Enable Full Lifecycle Management

Alongside physical infrastructure, the government is placing strong emphasis on data-driven oversight. New digital platforms will record battery origin, volumes handled, and downstream flow. This move supports the national power battery traceability platform launched on April 1, which assigns each battery a unique digital ID, enabling cradle-to-grave tracking. China tightens Li-battery recycling by integrating manufacturers, EV firms, maintenance providers, and recyclers into a unified monitoring system.

Building a Closed-Loop System as 2026 Rules Approach

The latest policy provides the groundwork needed to support China’s goal of full closed-loop battery management. Local governments will enforce technical standards while central bodies monitor progress. With tougher regulations set for 2026, China is tightening Li-battery recycling further by requiring automakers and battery producers to build robust recycling networks as the volume of retired batteries continues to surge.
