In a bold move to tackle rising air pollution, the Commission for Air Quality Management is preparing a major transition roadmap for the transport ecosystem in Delhi-NCR. At the center of the discussion is a powerful policy direction — CAQM proposes mandating only EV registrations for key vehicle segments over the next few years. 100% Electric Taxis by 2027
One of the most significant proposals under discussion is that, starting on April 1, 2027, only electric or hydrogen fuel-cell vehicles may be registered as new taxis in the region. This means traditional petrol, diesel, or even CNG taxis may gradually phase out.
If implemented, CAQM proposes mandating only EV taxis to ensure zero tailpipe emissions and significantly cut urban pollution levels.
Interestingly, major stakeholders like cab aggregators, fleet operators, and automobile industry bodies were not part of the recent consultation — a move many see as unusual.

Private Cars Next in Line by 2030
The roadmap goes even further. From April 2030, all new private car registrations may also be restricted to electric models.
To prepare for this shift, a phased transition is being considered:
- From 2026–27: 20% of private car sales must be EVs
- Gradual increase each year
- Target: 100% EV private car sales by 2030
This reinforces the direction that CAQM proposes mandating only EV adoption across personal mobility as well.
Expansion to Other Vehicle Segments
The proposal also includes:
- Commercial two-wheelers → EV-only by April 2027
- Light goods vehicles → EV-only by April 2028
Automakers failing to meet sales targets may face penalties of ₹10 lakh per vehicle or restrictions on ICE vehicle sales.
Clearly, CAQM proposes mandating only EVs across multiple segments, not just taxis.
Challenges Ahead
Despite the environmental benefits, concerns remain:
- Possible rise in ride fares
- Impact on existing CNG taxi networks
- Limited charging infrastructure
- Power grid readiness
With over 3 lakh drivers on CNG platforms, the transition must balance sustainability with economic realities.
The Road to Zero Emissions
This aggressive push signals a future built on clean mobility. While challenges exist, the intent is clear — CAQM proposes mandating only EVs as a long-term solution to urban air pollution in Delhi-NCR.
